Adopt Ordinance amending Chapter 18.04 of the Mendocino County Code and adopting by reference, with local amendments, selected provisions, chapters and appendices of Title 24 of the California Code of Regulations, 2025 Editions of the California Building Standards Code and adopting local findings; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
On February 17, 2015, the Board of Supervisors adopted Ordinance No. 4333, which included the adoption of the 2013 California Building Code. On March 7, 2017, the Board of Supervisors adopted Ordinance No. 4380, which included the adoption of the 2016 California Building Code. On December 10, 2019, the Board of Supervisors adopted Ordinance No. 4444, which included the adoption of the 2019 California Building Code. On December 6, 2022, the Board of Supervisors adopted Ordinance No. 4516, which included the adoption of the 2022 California Building Code. On October 21, 2025, the Board of Supervisors introduced and waived the first reading of an ordinance to adopt the 2025 California Building Code and set the date of November 18, 2025, for a noticed public hearing.
Summary of Request:
The State of California adopts new building construction codes every three years, referred to as the California Building Standards Code. The new 2025 California Building Code will become effective January 1, 2026, and are enforced locally as mandated by the State. Staff has prepared a prosed ordinance adopting the 2025 Code based on local Mendocino County conditions and adopting additional appendices of the California Building Standards Code which were not specifically adopted by the State.

Alternative Action/Motion:
Not adopt ordinance, provide direction to staff. Taking no action would result in the State mandated codes being applied by the Department of Planning and Building Services beginning January 1, 2026.
