Summary of Request:
Wildblue Aquaculture requests the processing of a Consolidated Coastal Development Permit (CDP) to support the cultivation of purple sea urchins in Noyo Harbor for regional distribution and direct-to-consumer sales. The project proposes installation and operation of a land-based tank system within an existing commercial building at 19280 S. Harbor Drive, Fort Bragg (APN: 018-150-22). Project infrastructure is designed to minimize environmental impacts and align with coastal resource protection and restoration goals. The applicant has withdrawn the previously proposed Floating Upweller System (FLUPSY) component. Future phases may allow for expansion into other aquaculture species, such as oysters or abalone.
The project includes components both on land under County jurisdiction and over water under the authority of the California Coastal Commission. Absent consolidation, separate CDPs would be required from the County and the Commission, processed independently and at different times. Pursuant to California Public Resources Code Section 30601.3, a Consolidated CDP may be used with mutual consent, provided public participation is not substantially impaired. Consolidation would allow the Commission to process a single CDP for the entire project, with public hearing opportunities equivalent to those provided under the County’s standard CDP procedures, thereby streamlining review and facilitating comprehensive evaluation of the project.

Do not adopt the resolution and require the processing of a Coastal Development Permit by the County.
