Summary of Request:
The Health Care Program for Children in Foster Care (HCPCFC) is a public health nursing program which partners with county child welfare service agencies and probation departments to provide public health nurse (PHN) expertise in meeting the medical, dental, mental and developmental needs of children and youth in foster care. Through the HCPCFC, public health nurses, under the supervision of a supervising public health nurse (SPHN), provide the following services in consultation and collaboration with social workers and probation officers: medical and health care case planning; help to foster caregivers to obtain timely comprehensive health assessments and dental examinations; expedited referrals for medical, dental, mental health and developmental services; coordination of health services for children in out-of-county and out-of-state placements; medical education through interpretation of medical reports and training for foster team members on the special healthcare needs of children and youth in foster care; and participation in the creation and updating of the Health and Education Passport for every child as required by law.
Mendocino County Public Health (PH) received the notice of allocation with a request from California Department of Health Care Services (CDHCS) to provide proper documentation to secure the allocation by October 1st, 2024. Due to limited time provided to secure these funds, PH executed allocation documents prior to seeking Mendocino County Board of Supervisors (BOS) approval. As a result, PH is requesting BOS ratification of submission of allocation documents, and approval of the retroactive allocation in the amount of $570,618, due to receiving allocation documents from CDHCS after the effective date of July 1, 2024.
