Summary of Request

David Rapport has served many years as legal counsel to the Civil Service Commission (CSC) and is familiar with County processes and procedures, and fully aware of the County culture and Civil Service Rules. Mr. Rapport is qualified to serve as counsel to our CSC, providing the County with excellent service, and serves other local governing bodies in our community. Mr. Rapport has experience and  knowledge required to advise the County in civil service proceedings, employment law, and Brown Act procedures and compliance. The efficiencies gained by maintaining Mr. Rapport as the legal representative for the CSC outweigh the time and training it would take a new individual to familiarize themselves with County culture and service.
