Approve second Amendment to BOS Agreement 25-027 (Third Amendment Overall) with Toshiba Business Solutions, for a decrease in the amount by -$39,052, for a new total of $150,948, to provide continued maintenance and services for the County of Mendocino’s multifunctional Toshiba copier device fleet, effective July 1, 2024, through June 30, 2026; authorize the Purchasing Agent or designee to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

July 22, 2014: The Board of Supervisors (BOS) approved an Agreement for the acquisition of multifunctional copier devices and maintenance services, from Toshiba Business Solutions (Toshiba), piggybacking off the Los Angeles World Airports’ (LAWA) competitively awarded contract.

 

April 23, 2019, Item 5d): The BOS approved Agreement No. BOS-19-129 for the acquisition of multifunctional copier devices and maintenance services from Toshiba, effective April 25, 2019 through April 24, 2022, with the option to extend through April 24, 2024, piggybacking off the LAWA competitively awarded contract.  

 

April 22, 2025, Item 3i): The BOS approved Agreement No. BOS-25-027 with Toshiba, for maintenance and service for countywide multifunctional copier devices.

 

July 8, 2025, Item 3l): The BOS approved Amendment No. BOS-25-119 to Agreement No. BOS-25-027 with Toshiba, for continued maintenance services for the County’s Toshiba copier fleet.

 

October 1, 2025: The Purchasing Agent approved Amendment No. PA-26-54 to Agreement No. BOS-25-027 with Toshiba, adding an order for the new copies for the Mendocino County Jail.

 

December 16, 2025, Item 3i): The BOS approved Lease Agreement No. BOS-25-187 with Wells Fargo Bank, N.A., for the acquisition of multifunctional copier devices to be supplied by Toshiba.

 

Summary of Request

Since 2014, the County of Mendocino (County) has acquired and maintained a working fleet of multifunctional copier devices from Toshiba Business Solutions (Toshiba). During this time, the County has also contracted with Toshiba for maintenance and services for the countywide multifunctional copier device fleet.

 

The County entered into Lease Agreement No. BOS-25-187, on December 16, 2025, updating the County’s inventory of multifunctional copier devices to new more efficient device inventory from Toshiba. This updated fleet resulted in an all-inclusive cost-per-image update that is lower than originally agreed upon in Agreement No. BOS-25-027. The proposed third Amendment to Agreement No. BOS-25-027 updates rates for maintenance and services, resulting in an overall decrease of $39,052, for a new total of $150,948 for services from July 1, 2024 through June 30, 2026.
