Summary of Request

California Senate Bill 1029 (SB 1029) titled “One Health Program: zoonotic diseases,” was signed into law on September 30, 2022. This bill requires the administration of the “One Health Program” intended to develop a framework for State interagency coordination in response to zoonotic diseases and reducing hazards to human and nonhuman animal health. The California Debt and Investment Advisory Commission (CDIAC) developed guidance for issuers of public debt seeking to comply with the requirements of SB 1029. As a local government of the State of California, the County of Mendocino must comply with SB 1029, and utilize CDIAC guidelines.

Willdan Financial Services (WFS) is an industry leading engineering and energy solutions corporation located in Temecula, California, providing services related to clean and sustainable resources, infrastructure and technology for over 55 years. The County of Mendocino previously utilized services from WFS related to SB 1029 and CDIAC guidelines, and recently continued services through Agreement No. BOS-24-026, which was approved by the Board of Supervisors on February 27, 2024. Services under Agreement BOS-24-026 include continuing disclosure, CDIAC SB 1029 reporting services, and arbitrage rebate services.

It was recently determined that additional services are needed to complete this Agreement, specifically for 2022 annual continuing disclosure and notice of preparation and dissemination. The proposed Amendment updates the Exhibit B to include these services, and increases the total by $1,350 to cover additional costs. Once the proposed Amendment is executed, it will be effective for the full term of the Agreement, from July 1, 2023 through June 30, 2024.
