Previous Board/Board Committee Actions:
August 12, 1974 - CSA 3 was formed. On February 5, 2019, the Board of Supervisors directed staff to research the feasibility of reactivating CSA 3 and to potentially provide letter signed by the Chair to the State Controller and/or Local Agency Formation Commission (LAFCO) asking for a delay while the Board determines options. On February 26, 2019, the Board of Supervisors directed staff to formulate a plan to fund CSA 3 to adequately transition to active status.
Summary of Request:
SB 448 passed in 2017, which includes provisions regarding Special Districts that are inactive. The legislation requires the State Controller’s Office to create a list of inactive special districts based on information in the special district’s Financial Transaction Report, to publish a list of inactive districts, and to notify LAFCOs of inactive special districts within its county.
On November 6, 2018, Mendocino LAFCO received notice from the State Controller’s Office that Mendocino County CSA 3 was identified as inactive.
On February 26, 2019 the Board of Supervisors voted unanimously to reactivate CSA 3 by working to fund the line item. Direction was given to convey their intent to LAFCO and to bring an item back before the Board to fund CSA 3 on March 12, 2019. Board discussion was to use Prop 172 funds. At this time the Prop 172 funds have been distributed for this fiscal year leaving the only funding stream to be discretionary revenue of $15,000 from the Miscellaneous Budget Unit 1940.
