Summary of Request:
In Mendocino County, the placement and care of children who have been removed from the custody of their parents or guardians under Welfare and Institutions Code Section 300 is the responsibility of the Mendocino County Department of Social Services, Family and Children’s Services (FCS). As part of meeting this requirement, FCS contracts with Tapestry Family Services (TFS), a licensed Foster Family Agency, for the provision of emergency foster home placement services to youth in Mendocino County.
Through the proposed Agreement, TFS will provide a minimum of five emergency beds per month in home-based placements for children from birth to eighteen years of age who need immediate, emergency foster care placement. Under the proposed Agreement, TFS resource parents will receive a monthly stipend to be on-call 24/7 to receive emergency placements. The stipend amount is determined by the number of beds open and available for emergency placement in the resource parent’s home. Between the period of July 1, 2022 to June 30, 2023, TFS served approximately 39 youth (unduplicated) and provided emergency shelter beds for approximately 1,887 nights.
