Adopt resolution ratifying the MCAQMD submittal of the application to participate in the Year 6 (Fiscal Year 2022-2023) CARB CAPP Grant (AB 617 - G22-MCAP-12), authorizing the APCO to accept State Program funds in the amount of $136,096.30 and committing to comply with the requirements of the Grant Agreement for the term of December 30,2022 through June 30, 2027; ratify the APCO’s execution of the Grant Agreement on behalf of the MCAQMD; authorize Chair to sign same.

Summary of Request:
In 2017, the Governor signed legislation aimed at improving neighborhood-level air quality as part of the state’s Cap-and-Trade Program. AB 398 extended and improved the Cap-and-Trade Program which will provide billions of dollars in auction proceeds towards communities in California.
AB 617 established a new Community Air Protection Program (CAPP), to measure and reduce air pollution from mobile and stationary sources at the neighborhood level in the communities most impacted by air pollutants. AB 617 requires the California Air Resources Board (CARB) to work closely with local air districts and communities to establish neighborhood air quality monitoring networks and to develop and implement plans to reduce emissions.
The CAPP grant is intended to provide resources to local air districts to cover district costs associated with actions to reduce exposure to criteria air pollutants and toxic air contaminants in disadvantaged and low-income communities. It is requested that the Board adopt this Resolution to authorize the MCAQMD’s acceptance of Year 6 CAPP funding.
Alternative Action/Motion:
Do not approve the District’s participation in the Year 6 State Air Resources Board (AB 617) Community Air Protection Program and do not approve the MCAQMD’s request to accept the AB 617 Community Air Protection Program Grant as proposed.
