Previous Board/Board Committee Actions:
Each year, through approval of the Mendocino County Budget, the Board of Supervisors (BOS) authorizes payment of funds for its membership in the Inland Water and Power Commission. On February 24, 2026, as part of the mid-year budget agenda item, the BOS approved $500,000 to be set aside in the Water Agency Fund for future water-related expenses.
Summary of Request:
On June 10, 2026, the Inland Water and Power Commission approved their Fiscal Year (FY) 2026-27 budget, which included $895,000 in requested revenue from member contributions, to be divided among the member agencies. The requested member contribution from Mendocino County is $215,000. These funds are budgeted to cover staff and consulting costs, basic operations, and studies related to the New Eel Russian Facility (NERF) and water storage solutions. Mendocino County’s FY 2026-27 budget, approved by the BOS on June 23, 2026, includes an IWPC contribution of only $125,000, based on an initial estimate provided by IWPC staff. The additional $90,000 is proposed to be paid from the $500,000 carryover set aside for water-related expenses, of which $375,000 still remains available in Water Agency Fund balance. If the additional amount is approved, the remaining balance of those funds will be $285,000. It is recommended the BOS approve the appropriation of funds to authorize an additional member contribution to IWPC in the amount of $90,000 for a total FY 2026-27 contribution of $215,000.

Do not approve the appropriation of funds and provide further direction to staff.
