Summary of Request

Beginning March 1, 2019, the Community Development Commission of Mendocino County (CDC) was awarded $156,156 for up to 22 Family Unification Program (FUP) housing vouchers from the U.S. Department of Housing and Urban Development (HUD). FUP is a program under which Housing Choice Vouchers (HCVs) are provided to families for whom a lack of adequate housing is a primary factor in the imminent placement of the family’s child(ren) in out-of-home care, or the delay in discharge of the child(ren) to the family from out-of-home care. In addition, FUP vouchers may be used for young adults ages 18 to 24 who have left foster care, or will leave foster care within 90 days, and are homeless or at risk of becoming homeless. The FUP also requires time-limited case management services after a family or young adult is housed with a FUP voucher to help ensure housing stability.

 

CDC is the Public Housing Authority (PHA) responsible for administering the FUP in partnership with the County’s Public Child Welfare Agency, Family and Children’s Services (FCS), who is responsible for referring FUP families and young adults to the PHA for determination of eligibility for rental assistance. The original award was based on a HUD-required Memorandum of Understanding (MOU) between CDC, FCS and the Mendocino County Homeless Services Continuum of Care submitted by CDC with the application for funding in 2018 that established and confirmed FCS’ commitment to collaborate with the CDC for the FUP. The funding from HUD is a permanent allocation to CDC as long as HUD continues to fund the FUP and FCS continues to collaborate with CDC. Based on Mendocino County’s Memorandum of Understanding procedures, the MOU submitted by CDC to HUD was time-limited and expired March 1, 2021. Therefore, this renewal MOU is for the County’s and CDC’s records to confirm the continued collaboration between the agencies for the FUP.

 

Since March 1, 2019, 18 families have been approved for a FUP voucher and 7 families have obtained housing using a FUP voucher. Unfortunately, 11 families are still searching for housing.

 

Due to FCS workload priorities, including the considerable time and resources necessary for several significant statewide programs, some newly required, this MOU was not renewed prior to the expiration of the previous MOU; FCS therefore requests the Board retroactively approve the MOU for County and CDC records.
