Approve retroactive Agreement with Mendocino County AIDS/Viral Hepatitis Network (MCAVHN) in the amount of $19,200 to provide on-site case management support to high-risk homeless individuals and families served through Project Roomkey in the inland valley of Mendocino County during the COVID-19 pandemic; authorize the Health and Human Services Agency Assistant Director to sign any future amendments to the Agreement that do no increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
For the duration of the Stay-at-Home order related to the ongoing COVID-19 pandemic, the County of Mendocino is providing limited non-congregate shelter support to persons at high-risk of complications from COVID through provision of motel room stays through Project Roomkey. The Health and Human Services Agency (HHSA) does not currently have adequate staffing to provide on-site case management to individuals housed through Project Roomkey. Approval of the proposed Agreement will allow the Mendocino County AIDS/Viral Hepatitis Network (MCAVHN) to provide on-site case management to these individuals, thereby assisting with reducing the likelihood of community spread among this high-risk population.
HHSA received award notification in December 2020 for the Emergency Solutions Grant COVID (ESG-CV), which funds the proposed MCAVHN Agreement. The award notification included authorization for spending dated back to March 2020. HHSA therefore requests retroactive approval of a November 1, 2020, start date for the Agreement.
