April 7, 2020- Adoption of Resolution authorizing Mendocino County Air Quality Management District to participate in the Woodsmoke Reduction Program Year 2 (G18-WSRP-14) from November 2019 through May 2022.
Summary of Request:
The Woodsmoke Reduction Program (Program) is part of California Climate Investments, a statewide program that puts Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment-particularly in disadvantaged communities. AB 1613 provides funding for replacing uncertified, inefficient wood burning devices with cleaner burning and more efficient devices. The Program is designed to help households replace an uncertified wood stove or insert used as the primary source of heat with a cleaner burning and more efficient device. The California Air Resources Board (CARB) has developed Program Guidelines for the implementation of the Program. The Program will be administered by CARB and the California Air Pollution Control Officers Association (CAPCOA) and the District will administer projects located in Mendocino County.
The District funded 31 woodstove replacement projects during Year 1 of the Woodsmoke Program, completing all projects in January 2020. The adoption of Resolution to participate in Year 2 of the State Woodsmoke Program was also approved, though the district has not completed the Year 2 projects.
To Enable MCAQMD participation in the program, it is requested that the Board adopt this Resolution ratifying the grant application for participation in the State Woodsmoke Grant Program (funding Year 5); authorizing the MCAMD to accept direct allocation Grant Funds in the amount of $205,960 and authorizing the Air Pollution Control Officer implement the program in adherence to the program requirements.

Do not approve the District’s participation in the Year 5 State Woodsmoke Reduction Program and direct District staff to locate alternative sources for funding or alternative programs
