Summary of Request:
Welfare systems across the state of California have historically been administered through various groupings of counties, known as Consortia. Since 1998, the number of Consortia has reduced, and the size of each Consortium has grown, due to a directive from the Centers for MediCare and Medicaid Services and the Food and Nutrition Services agencies of the United States Department of Agriculture, which required that California move to a single statewide automated welfare system by 2023. In an effort to complete the goal of consolidation, the proposed Memorandum of Understanding and Joint Exercise of Powers Agreement will join together the 18 counties, collectively referred to as CalWORKS Information Network and related systems, with the 40 counties (including Mendocino), referred to as the California Automated Consortium Eligibility System Consortium, to form one new statewide Consortium.
The purpose of the Memorandum of Understanding is to delineate areas of understanding and agreement among the 58 Members of the newly-formed Consortium. The Second Amended and Restated Joint Exercise of Powers Agreement confers powers to each of the 58 counties that allows design, development, implementation, migration, and on-going operation and maintenance of the automated welfare system to be used by each of the 58 counties.
