Previous Board/Board Committee Actions:
On March 23, 2021, the Board of Supervisors authorized the processing of a Consolidated Coastal Development Permit (CDP_2020-0038), by the California Coastal Commission, for The Nature Conservancy (TNC) to implement Phase 1 of their Ten Mile River habitat enhancement project (Resolution No. 21-036). The currently proposed project would implement Phase 2.
Summary of Request:
The Nature Conservancy requests the processing of a Consolidated Coastal Development Permit to implement Phase 2 of their Ten Mile River Habitat Enhancement project. The project is intended to increase winter survival and rearing capacity for coho salmon. The project would involve excavating certain portions of the waterway, creating new wetlands, side channels, alcoves, and installing large wood structures to increase habitat complexity.
The project area includes lands within the jurisdiction of both the County of Mendocino and the California Coastal Commission. California Public Resources Code Section 30601.3 allows the processing of a Consolidated Coastal Development Permit when the local government and Coastal Commission both consent to the consolidation, provided public participation is not substantially impaired. In this case, the processing of a Consolidated Coastal Development Permit would eventually require that the Coastal Commission hold a public hearing, which would afford the same degree of public participation as the hearing procedures in Mendocino County.
Alternative Action/Motion:
Do not adopt the resolution and require the processing of a Coastal Development Permit by the County.
