Previous Board/Board Committee Actions:
June 8, 2021 - Approval and adoption of Resolution 21-083 accepting the California Air Resources Board Year 23 (Fiscal Year 2020-2021) Carl Moyer Program Grant (G20-MO-15) for implementing this Program within the Mendocino County Air Quality Management District (District) and authorizing the Air Pollution Control Officer to enter into an agreement with same.
Summary of Request:
The Carl Moyer Program is administered by the California Air Resources Board. Funding originates from the “smog-check waiver fee” and the tire impact fee assessed by the State. The Program creates incentives in the form of grants to cover a portion of the cost of purchasing new, replacing existing, or retrofitting existing diesel engines with cleaner on-road and off-road engines. Diesel engines contribute about 40% of all oxides of nitrogen emissions (NOx) from mobile sources. NOx is one of the main contributors to ground-level ozone. A secondary focus of the program is reducing the PM-10 and toxic compounds also contained in diesel exhaust.
It is requested that the Board adopt this Resolution to approve the District's request to redirect the Year 23 (Fiscal Year 2020-2021) Carl Moyer Program grant funds to the Glenn County Air Pollution Control District and authorize the Air Pollution Control Officer to submit all required documents to CARB to effectuate the redirection of funds, and to enter into an agreement with the Glenn County Air Pollution Control District to transfer the redirected Year 23 (Fiscal Year 2020-2021) Carl Moyer Program grant funds. Staff do not believe it will be necessary to redirect additional Carl Moyer Grant Funds, as they will be expended locally.
Alternative Action/Motion:
Do not approve the District's request to redirect Year 23 (Fiscal Year 2020-2021) Carl Moyer Program grant funds to Glenn County Air Pollution Control District and direct the District to return funds to the state.
