Summary of Request:
The California Department of Health Care Services (DHCS) was authorized through 2021 legislation to establish the Behavioral Health Continuum Infrastructure Program (BHCIP), and award $2.1 billion to construct, acquire, and expand properties, and invest in mobile crisis infrastructure related to behavioral health. DHCS is releasing these funds through six grant rounds targeting various gaps in the state’s behavioral health facility infrastructure. DHCS is currently on the fifth round of BHCIP funding, and plans to award $480 million for behavioral health infrastructure projects focusing on crisis services and related behavioral health needs.
On January 24, 2023, the Mendocino County Board of Supervisors (BOS) authorized Mendocino County Behavioral Health and Recovery Services (BHRS) to apply for the fifth round of BHCIP funding. BHRS created the attached grant application, submitted it on February 13, 2023, and is now seeking BOS approval for the Director of BHRS to execute the grant Agreement, if awarded. Through the forthcoming grant Agreement, BHRS will utilize BHCIP funding for the intended purpose, and to offset costs associated with building the psychiatric health facility on Whitmore Lane in Ukiah.
