Previous Board/Board Committee Actions:

On June 4, 2019, the Board of Supervisors (BOS) authorized funding to the Mendocino County Water Agency to develop a Quagga and Zebra Mussel Plan for the Mill Creek Ponds pursuant to the requirement from the Department of Fish and Wildlife. By Resolution Number (No.) 20-056 (May 19, 2020), the BOS authorized the Mendocino County Chief Executive Officer to submit a grant application in the amount of $54,696.40 to the California Department of Parks and Recreation Division of Boating and Waterways (DBW) to implement the Quagga and Zebra Mussel Prevention Plan for Mill Creek Ponds. By Resolution Number (No.) 22-084 (April 5, 2022), the BOS authorized the Mendocino County Director of Transportation to submit a grant application in the amount of $54,373.96 to DBW to continue implementation of the Quagga and Zebra Mussel Prevention Plan for Mill Creek Ponds. By Resolution No. 24-070 (May 7, 2024), the BOS authorized the Mendocino County Director of Transportation to submit a grant application in the amount of $52,343.51 to DBW to continue implementation of the Mill Creek Ponds Quagga and Zebra Mussel Prevention Plan.                     

 

Summary of Request

Pursuant to California Fish and Game Code §2302(a-c), any entity that owns or manages a reservoir where recreational, boating, or fishing activities are permitted, except a privately owned reservoir that is not open to the public, shall assess the vulnerability of the reservoir for the introduction of non-native dreissenid mussel species and develop and implement a program designed to prevent the introduction of non-native dreissenid mussel species. The program shall include, at a minimum, public education, monitoring, and management of recreational, boating, or fishing activities that are permitted.  The Department of Fish and Wildlife (CDFW) identified Mill Creek Ponds as high risk for dreissenid mussel establishment and therefore a high priority for a prevention program.  On July 26, 2019, CDFW sent a formal notice to Mendocino County requiring the County to establish a Quagga and Zebra Mussel Prevention Plan for the Mill Creek Ponds.  The Mendocino County Water Agency submitted the prevention plan to CDFW in October of 2019, and the prevention plan was approved for implementation on December 9, 2019.  DBW provides grant funding for the implementation of prevention plans.  The Water Agency has been awarded three previous implementation grants for the periods covering October 2020 through September 2026, which have covered the majority of costs related to implementation of the prevention plan, including monitoring and public education.  A fourth round of implementation funding has now become available and the Water Agency proposes to apply for grant funds for another two-year period.  The Water Agency requests the BOS adopt a resolution authorizing the Water Agency to submit a grant application, in the amount of $59,707.82, to DBW for continued Quagga and Zebra Mussel Prevention Plan implementation and authorizing the Director of Transportation to sign the application, grant agreement and any other necessary related documents.

 

Alternative Action/Motion:

Do not authorize the Water Agency to submit a grant application and comply with the requirements using local funding.
