Summary of Request:
On October 9, 2017, the Redwood Complex Fire started and resulted in significant structural damage of several portions of the county. On October 13, 2017, the local health officer declared a local health emergency under Health and Safety Code Section 101080 due to hazardous materials contained in the debris from structures destroyed by the fire. The Board of Supervisors ratified the declaration on October 17, 2017. On October 31, 2017, November 14, 2017, November 21, 2017, December 5, 2017, December 19, 2017, January 9, 2018, February 6, 2018, February 27, 2018, March 27, 2018, April 24, 2018, May 22, 2018, June 19, 2018, July 10, 2018, August 7, 2018, August 21, 2018, September 11, 2018, October 2, 2018, October 16, 2018, November 6, 2018, December 4, 2018, and December 18, 2018, the Board adopted Resolution Nos. 17-154, 17-167, 17-173, 17-179, 17-195, 18-007, 18-020, 18-030, 18-043, 18-057, 18-073, 18-085, 18-093, 18-122,18-126, and 18-137, 18-148, 18-163, 18-179 and 18-197 respectively, reaffirming the existence of the local health emergency.
As of June 12, 2018, all 321 properties that arranged for cleanup through the public Consolidated Debris Removal Program have been cleared and the County has received all final soil testing results.
It is requested that the Board find that the local health emergency continues to exist, and therefore reaffirms the proclamation of local health emergency. Pursuant to Executive Order B-45-17, the Governor has waived the 14-day time period in Health and Safety Code section 101080 within which local governing authorities must renew a local health emergency. The order provides instead that the local health emergencies resulting from the October 2017 wildfires will remain in effect until each local governing authority terminates its respective health emergency.
Alternative Action/Motion:
Do not adopt Resolution.
