Summary of Request

Chabot-Las Positas Community College District (District) provides trainings to local child welfare providers and local tribes through an Agreement with the Department of Social Services (DSS), Family and Children's Services (FCS). These trainings specifically benefit providers who serve Federal Title IV-E eligible children (who are in, or at significant risk of entering foster care) and their families. The State provides funding for the Agreement with matching amounts from Chabot and Title IV-E Federal child welfare training funds.

 

Through the proposed Agreement, District will work directly with FCS, local tribes, and other local community-based organizations, such as FIRST 5 Mendocino, Redwood Community Services, and Tapestry Family Services, to offer trainings that support building comprehensive and consistent skills in providers throughout the county. These skills support families and caregivers and increase the safety, permanency, and wellbeing of Mendocino County's foster children and youth.

 

Trainings offered through the Agreement with the District are collaborative in nature; therefore, trainings are far reaching and engage numerous participants countywide. Participation numbers for Mendocino County from Fiscal Year 2024-2025 serve as illustration of this point. In Fiscal Year 2023-24, District provided a total of 3,129 hours of training and development, attended by 5,856 participants from over 130 agencies, covering approximately 120 different training topics in Arts and Activities, Behavioral Strategies, Child Development, Child/Youth Care, Cultural Awareness and Responsiveness, Family Engagement, Health and Safety, Trauma, Working with Youth in the Community, Substance Use and Abuse, and Training for Caregivers/Resource Families. Fiscal Year 2025-2026 numbers are not yet available, but the District will submit them in a year-end review, due in September 2026. The District also contracts with eight other counties including Alameda, Amador, Calaveras, Contra Costa Humboldt, Lake, Solano, and Tuolumne, which expands the ability for Mendocino County eligible training participants to attend trainings offered by other District contracted counties on topics related to serving foster youth.

This is Agreement is retroactive. During planning discussions for FY 2026-2027 with community-based organizations and DSS, DSS identified the need to include tribal partners to ensure access to Title IV-E training funds. The District consequently increased the contract amount. Updating the exhibits required additional time and resulted in the Agreement missing the earlier District Board meeting. The District Board approved the revised Agreement on 6/16/2026. Based on the timing of the approval and County’s Board of Supervisor’s meeting calendar, the Agreement is submitted retroactively.
