Approve amendment to BOS Agreement 22-079 with Track Group, Inc., in the amount of $25,000 for a new agreement total of $110,000 to provide electronic monitoring services for the Probation Department for the period of January 1, 2023, through December 31, 2023; authorize the Chief Probation Officer to sign any future amendments that do not increase the total amount of the agreement; and authorize Chair to sign same.

Summary of Request

Mendocino County Probation utilizes electronic monitoring as a component of our supervision of both adult and juvenile offenders as well as our Pretrial Release Program.  Individuals may be placed on electronic monitoring via Global Positioning System (GPS) or Radio Frequency (RF) to ensure compliance with court mandates/orders, enhance supervision or monitoring, and/or to provide an intermediate sanction as an alternative to incarceration for probation violations.  Utilizing electronic monitoring is an effective tool for supervision or monitoring of clients, where prevention and knowledge of their whereabouts is a high priority for maintaining public safety, and to avoid incarceration when reasonable.

 

Track Group provides a variety of units to customize our EM system according to the client’s needs.  Monitoring needs for Juveniles and Adults differ and the monitoring devices offered by Track Group are tailored to meet those specific needs.  In addition to standard EM services, Track Group also offers alcohol monitoring devices for use with offenders whose terms and conditions of supervision warrant this type of monitoring.

 

EM is an effective method for providing supervision and monitoring of clients as well as a cost-efficient alternative to incarceration.  Probation increased utilization of EM in response to the COVID-19 pandemic and as part of our Pretrial Release Program monitoring activities.
