Previous Board/Board Committee Actions:

By Resolution Number (No.) 11-093 (June 14, 2011), the Board of Supervisors (BOS) approved BOS Agreement No. 11-056/Department of Transportation (DOT) Agreement No. 110002 (Agreement) with Quincy Engineering, Inc. (QEI) in the amount of $650,400 for professional engineering services for the Ackerman Creek Bridge Replacement Project. By Resolution No. 15-154 (October 6, 2015), the BOS approved the third amendment for $306,300 for a new total contract amount of $956,700. By Resolution No. 19-358 (October 1, 2019), the BOS approved the fifth amendment for $199,800 for a new contract amount of $1,156,500. By Resolution No. 21-048 (April 6, 2021), the BOS authorized DOT to advertise and award DOT Contract No. 200093 at an estimated cost of $9,889,000. On March 14, 2023, the eighth amendment was fully executed, approving the transfer and assignment of Agreement to Consor North America, Inc. (Consor). By Resolution No. 24-023 (February 6, 2024), the BOS reauthorized the Director of Transportation to advertise and award DOT Contract No. 200093 at a revised estimate of $15,000,000. By Resolution No. 24-031 (February 27, 2024), the BOS approved the tenth amendment for $296,000 for a new contract amount of $1,452,500.

 

Summary of Request

The eleventh amendment provides for $239,400 of additional funds needed to support the Value Engineering Change Proposal (VECP), as well as fishway permitting coordination and associated hydraulic modeling and plan revisions for permit compliance. All project-related costs are to be funded primarily (88.53%) through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP), with the local match (11.47%) funded through Mendocino College grant funds, the State Transportation Improvement Program (STIP), the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), and the Road Fund. DOT requests approval of the eleventh amendment to Agreement with Consor for an additional amount of $239,400 and a new contract amount of $1,691,900.
