Summary of Request

On September 3, 2021, the Mendocino County Public Health Department (PH) received a Notice of Award (without prior application) from the California Department of Public Health (CDPH) to award State funds to address COVID-19 and advance health equity (e.g., through strategies, interventions, and services that consider systemic barriers and potentially discriminatory practices that have put certain groups at higher risk for diseases like COVID-19). Funds were intended to be used for disproportionately impacted racial and ethnic groups, rural populations, those experiencing socioeconomic disparities, and other underserved communities within state and local health jurisdictions. 

 

Through the proposed retroactive Allocation Agreement No. CERI-21-23-22, PH implemented all four distinct Centers for Disease Control and Prevention (CDC) strategies that collectively built upon current investments, better positioned California to meet COVID-19 response and recovery needs and allowed the state to prioritize and target resources to those most vulnerable to the impacts of the pandemic. CDC strategies included: 1) Expanding existing and/or developing new mitigation and prevention resources and services to reduce COVID-19 related disparities among populations at higher risk and that are underserved. 2) Increasing/improving data collection and reporting for populations experiencing a disproportionate burden of COVID-19 infection, severe illness, and death to guide the response to the COVID-19 pandemic. 3) Building, leveraging, and expanding infrastructure support for COVID-19 prevention and control among populations that are at higher risk and underserved. 4) Mobilizing partners and collaborators to advance health equity and address social determinants of health as they relate to COVID-19 health disparities among populations at higher risk and that are underserved. After completion of these four strategies, PH has continued work to expand upon these same four objectives.

 

On August 22, 2022, PH opted in to a grant end date extension offered by CDPH, and on September 12, 2022, the CDC approved the extension. The proposed retroactive Amendment to Allocation Agreement No. CERI-21-23-22 extends the grant end date from May 31, 2023 to May 31, 2024. This extension allows PH more time to implement existing workplans and successfully carry out equity work to reduce disparities among communities disproportionately impacted by COVID-19.

 

The proposed $300,000 Allocation from CDPH was automatically awarded to PH based on the County’s status of local health jurisdictions within the State of California, during a pandemic. Due to the unilateral award process, PH prioritized response efforts to the COVID-19 Pandemic, and is now seeking retroactive approval of this Allocation Agreement and Amendment.
