Summary of Request:
Mendocino County currently contracts with Redwood Community Services, Inc. (RCS) to provide shelter services and related resources to inland clients at the Building Bridges Homeless Resource Center, located at 1045 S. State Street, Ukiah. These services address the needs of Health and Human Services Agency (HHSA) General Assistance (GA) clients, and families and individuals in Mendocino County who are experiencing homelessness and need to be sheltered. RCS provides beds, meals, shower and laundry facilities, phone access, mail delivery, other amenities, outreach, Individualized Housing Plans, and case management to qualified individuals. Additionally, this site serves as a central hub for local service providers to provide direct services and refer clients for other appropriate services.
RCS conducted a study in January 2020 of utilization of the Day Center and Homeless Shelter. Information reported shows that 489 unduplicated individuals were served in the Day Center in the study month, for an average of 117 unduplicated guests per day. RCS also reported 1,170 individual showers and 1,133 loads of laundry, for respective averages of 38 showers per day and 37 loads of laundry per day. In terms of Shelter utilization, RCS reported that 100 individuals were provided shelter for a total of 1,471 bed-nights.
HHSA requests retroactive approval of the proposed Agreement. Staff turnover and cost negotiation related to additional requirements for congregate sheltering during the current COVID-19 pandemic environment, delayed processing of this Agreement. Significant workload created by emergency contracts due to the current pandemic led to additional delays that could not have been foreseen. Services covered by the Agreement are critical for persons experiencing homelessness, and the provision of services could not have been delayed or stopped due to the risk to the population served and the community as a whole.
