Previous Board/Board Committee Actions:
On April 22, 2025, the Board provided direction to staff to proceed with the Willits Roof and Solar project in phases, beginning with the Roof replacement under normal Public Contract Code bidding procedures.
Summary of Request:
Throughout most of 2024 and early 2025 staff proceeded with the Willits Library Roof and Solar Microgrid pilot project under the intention of utilizing an Energy Saving Performance Contracting (ESPC) model as allowed under Government Code section 4217.10 et seq.. Due to various factors including, the payback periods as shown in the cash flow analyses, additional costs associated with preventative maintenance required for the solar panels, the unknown costs related to tariffs, and the uncertainty around the incentive program administered under the current federal administration, staff ultimately determined the County would be unable to make the findings required by law to use the ESPC model for this project. The board concurred with the staff recommendation on April 22 to separate the Roof project to proceed as soon as possible under normal Public Contracting bidding procedures. Plans for the stand along project for the roof replacement were prepared and put out to bid on June 24, 2025, and opened on July 17th. The lowest responsive bid was received from Solano County Roofing, Incorporated in the amount of $281,945. Staff recommends award to the lowest responsive bidder. Staff have confirmed that the California State Library Building Forward, Library Infrastructure Grant has accepted the change in scope for the grant project.
