Summary of Request

The Board of Supervisors approved the current Mental Health Services Act (MHSA) Innovation Component Work Plan for the Round Valley Crisis Response Project on September 19, 2017. The State Mental Health Services Oversight and Accountability Commission (MHSOAC) approved the Project Plan on October 26, 2017. The initial plan was for a three-year project with a start date of January 15, 2018 for Crisis Response Services in Round Valley. Since the start, the project has established a welcoming, homelike environment at the Center of Healing Hearts. The Center’s manager and two peer specialists engage with individuals in distress, exploring modalities of responding to needs. The program offers popular traditional Native American healing practices and connection to cultural skills, and has increased community awareness, local elder attendance at group meetings, and coordination with other local agencies for awareness of crisis risk factors.

 

Early learning from the Round Valley Crisis Response Project has led to the identification of additional issues to be explored, creating a need to continue project work through June 30, 2022. This continuation will provide the opportunity for further insight and discernment about the possibilities for sustainable services that will effectively address community needs for crisis response and crisis prevention. Additional time will be used to complete the project’s learning goals including further exploration of needs and potentials for crisis response and crisis prevention in the Round Valley community, and discovery of effective ways to build and maintain trust to overcome ingrained impacts of a traumatic history. 

 

A letter requesting this project timeline extension was submitted to MHSOAC’s Executive Director, and on May 6, 2020, the County received MHSOAC approval of the extension. The updated Project Plan with Extension Request was posted for a 30-Day Public Comment period from April 24, 2020 through May 25, 2020, and a Public Hearing was conducted at the May 20, 2020 meeting of the Behavioral Health Advisory Board.  Public comment has been incorporated into the work plan and budget and the revised documents are available online (see link below).

 

This proposed extension of time does not involve a request for additional funds. Early implementation barriers caused funds allocated to the project to remain unspent. Funds are available and sufficient to cover budgeted expenditures for this requested additional time. Funds must be formally committed to an approved project before June 30, 2020 in order to avoid reversion to the State. Health and Human Services Agency Behavioral Health and Recovery Services (BHRS) requests BOS approval of this extension request.
