Approve retroactive third amendment to BOS Agreement No. 21-166 (fourth amendment to PA agreement no. 21-132) with ClientFirst Consulting Group, LLC, DBA ClientFirst Technology Consulting for continued services related to post go-live activities for the county-wide property tax software system extending the end date from June 30, 2023 to June 30, 2024; authorize the Chief Executive Officer or designee to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
In June 2013, the Board adopted a five-year Capital Improvement Plan (CIP) which included the replacement of the County’s property tax software system. In June 2015, the Board approved BOS agreement no. 15-056 for the acquisition of County-Wide Property Tax Software System and have approved several amendments between March 2017 and January 2023. In September 2021, the Board approved BOS agreement no. 21-166 (first amendment to Agreement No. PA 21-132), and in November 2021, the Board approved the first amendment to BOS agreement no. 21-166 (second amendment to Agreement No. PA 21-132), and in February 2023, the Board approved the second amendment to BOS agreement no. 21-166 (third amendment to Agreement No. PA 21-132).
Summary of Request:
ClientFirst has been providing the County with third party project management consulting services to assist the County with the Aumentum Property Tax Software System project implementation since the application was determined critical for the County and due to resources required beyond existing internal resources. The County went live with the Aumentum Property Tax System in February 2021. PA Agreement No. 21-132 with ClientFirst originally covered services through June 30, 2021. The Board approved subsequent amendments to assist with post go-live activities as implementation of additional modules continued.
This amendment is retroactive due to the additional project management tasks needed in relation to critical project milestones including Aumentum Final Acceptance, Williamson Act, and Supplemental billing continuing into the current fiscal year. It is recommended that the Board approve the fourth amendment to PA Agreement No. 21-132 with ClientFirst Consulting Group, LLC, DBA, ClientFirst Technology Consulting to extend the term to June 30, 2024.
