Approve Agreement with Motorola Solutions, Inc. in the amount of $1,158,759 for a dispatch radio console, effective upon full execution through June 30, 2025; authorize the Chief Executive Officer or designee to execute any and all documents in relation to the transaction; authorize the Chief Executive Officer or designee to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
At the First Quarter Budget Meeting in November 2020 the Board approved of funding for the 911 Communications Shelter project. At the First Quarter Budget meeting in November 2021, the Board Approved PG&E settlement funding for microwave site hardening.
At the June 22, 2021, meeting the Board adopted Resolution 21-086 approving an allocation of $5,404,000 in funding and the execution of a grant agreement and any amendments thereto from CDBG_MIT program and fund county emergency communication projects.
At the August 16, 2022, meeting the Board approved the appropriation of Community Block Grant (CDBG) funding for existing Capital Improvement projects including CI998 for the 911 Communications Shelter Building and Related Improvements.
Summary of Request:
Part of the Federal response to the wildfire emergencies in Northern California in recent years was the release of Mitigation and Resiliency grants to local communities affected by the wildfires. These grants are administered by the CDBG and Mendocino County was eligible for up to $5,404,000 through that program. General Services in cooperation with the Sheriff’s Office and the Information Technology Department identified the vulnerabilities in the County’s microwave communications system and Dispatch Console as the most appropriate projects meeting the criteria of the grant program.
This contract provides for the replacement of dispatch console and related networking. Primary funding for this project is from the CDBG Mitigation and Resiliency grant noted above. This contract is a crucial step in completing the sorely needed updates to the 911 dispatch and communications systems.
Exhibit C - Technical and Implementation Documents of the proposed contract have not been published with this agenda item and are being withheld. While agendas and other writings related to an agenda item are disclosable public records under the Public Records Act and pursuant to Government Code section 54957.5, that same section also specifies that it does not apply to a writing, or portion thereof, that is exempt from public disclosure. Exhibit C contains technical details regarding the dispatch console and information about its installation. Public Records Act section 7922.000 provides that documents may be withheld if the public interest in not disclosing the record outweighs the public interest served by disclosure of the record. In the case of the technical specifications of the County’s new dispatch console, providing additional detail to the public could place the security of this equipment at risk to outside manipulation. Given the importance of the County’s dispatch responsibilities, the public interest in keeping the dispatch console and its networking secure outweighs the interest served by disclosure.
