Previous Board/Board Committee Actions:

On April 20, 2021, the Board of Supervisors created an Ad Hoc Committee comprised of Supervisors McGourty and Haschak to work on drought-related issues.  Mendocino Countywide Drought Task Force began as an Ad-Hoc Committee meeting with public stakeholders on July 8, 2021, from 4:00 - 5:30 p.m. via Zoom and met bimonthly or quarterly thereafter.  The Ad Hoc Committee provided updates to the Board of Supervisors on October 19, 2021, November 9, 2021, November 16, 2021, and December 14, 2021, with a final update to the Board on August 2, 2022, at which time the function of Drought Task Force Committee (required by SB 552) was transferred to the Public Health, Safety, and Resources Standing Committee which conducted their first meeting August 15, 2022.                     

 

Summary of Request/Referral

The Drought Task Force Ad Hoc Committee was established on July 8, 2021.  Mendocino County staff provided some reports to organize meetings with smaller water agencies countywide who wished to share information about drought impacts. Several federal agencies, including the Federal Emergency Management Agency and the U.S. Department of Agriculture, sometimes attended the Drought Task Force meetings; but for the most part, it was the California Office of Emergency Services, the Department of Water Resources, and the North Coast Regional Water Quality Control Board that took part in the meetings. Information was shared, and requests were made. County staff handled the drought hotline and drought/water related emails, and the Department Operations Center (DOC) synthesized general community concerns. Meetings were held every two months (or more frequently or less frequently as needed). A Friday meeting of the DOC was held during the month(s) when there was no Task Force meeting.

 

To meet Senate Bill 552 (SB 552) Drought Task Force requirements: To facilitate drought and water shortage preparedness for State Small Water Systems and domestic wells within the County’s jurisdiction by January 1, 2022 - establish a standing drought task force or similar alternative.  Utilize stand-alone or integrated as part(s) of existing County plans such as the Mendocino County Local Hazard Mitigation Plan and General Plans well as the County Ordinance for drought emergencies.
