Summary of Request

Mendocino County Department of Public Health (PH) performs County-Based Medi-Cal Administrative Activities (CMAA) on behalf of the California Department of Health Care Services (DHCS) to assist in the proper and efficient administration of the Medi-Cal Program by improving the availability and accessibility of Medi-Cal services to eligible and potentially eligible individuals and families.

 

PH has entered into revenue Agreements with DHCS for CMAA since 2016, with the most recent Agreement No. 22-200123, BOS-22-198 executed by the Mendocino County Board of Supervisors on August 2, 2022, in the amount of $1,500,000, for Fiscal Year 2022 through 2025. Through Agreement No. 22-200123, BOS-22-198, specific CMAA services include but are not limited to: Medi-Cal outreach; referral coordination and monitoring of Medi-Cal services; facilitation of Medi-Cal applications (eligibility intake); arrangement of non-emergency, non-medical transportation to a Medi-Cal covered service; contract administration for Medi-Cal services; and program planning and policy development for Medi-Cal services. PH is reimbursed for CMAA services through Federal Financial Participation only when the services are identified in a CMAA Claiming Plan approved by the State and the Centers for Medicare and Medicaid Services.

 

PH received the proposed Agreement from DHCS on June 8, 2022, with a start date of July 1, 2022. Once executed, the proposed Agreement will replace Agreement No. 22-200123, BOS-22-198 in order to keep CMAA services current until the Agreement is terminated by DHCS or PH. Due to lengthy staff discussions regarding the evergreen status of the proposed Agreement, and details about replacing the current Agreement No. 22-200123, BOS-22-198, PH started processing the Agreement in June 2023, an entire year after receiving it, creating a retroactive start date.
