Summary of Request

The Affordable Care Act (ACA) expanded Medicaid eligibility to nearly all adults with incomes at or below 138% of the federal poverty level.  Since January 2014, more than 11,500 Mendocino County residents have received health insurance coverage through Medi-Cal expansion under the ACA. With this expanded coverage, enrollment in Mendocino County grew from approximately 26,000 individuals to more than 37,600 today, resulting in over 43% of Mendocino County’s population experiencing comprehensive insurance coverage through Medi-Cal.  For the expanded Medi-Cal population the law provided for 100% funding through 2016, declining gradually to 90% in 2020 and beyond. 

 

The vast majority of Mendocino County’s Medi-Cal members receive patient-centered primary care through local health centers.  The potential repeal of the ACA creates threats to Mendocino County’s safety-net health care system; threatens access to primary care, specialty care, mental health and substance use services; and, threatens rights and protections that make coverage more equitable including pre-existing health conditions, free prevention care, and coverage options for young adults.

 

In anticipation of National Health Center Week, August 13-19, this presentation will highlight the work of our local health center providers and outline potential impacts to the healthcare delivery system if the ACA is repealed and if new legislation such as the American Health Care Act is passed at the federal level.
