Recommended Action/Motion:

Approve the proposed prioritized list of applications for expenditure of AB 923 Motor Vehicle Funds; authorize the District to enter into a contractual agreement with each of the applicants; authorize the appropriation of AB 923 funds from the District’s Fund Balance to cover the cost of each approved project; and direct the Clerk of the Board to provide a Minute Order of the Board’s decision.

Previous Board/Board Committee Actions:

On November 15, 2011, the Air Quality Management District Board approved a list of applications for AB 923 Motor Vehicle Program Funds for the Replacement of School Buses, authorized District staff to fund projects and enter into a Contractual Agreement with each of the Applicants that outlined the requirements associated with the funds; and authorized the transfer of funds upon proof of work completed.

 

Summary of Request: 

In 2004, the Legislature approved Assembly Bill 923 authorizing a fee of $2.00 per registered vehicle.  In Mendocino County the funds are limited to school bus replacement. In 2006, the Board approved the District’s School Bus Replacement Program for the expenditure of AB 923 funds.  In 2006 and in 2011, the Board approved the expenditure of AB 923 funds for the replacement of school buses.  To date, the District has provided funding in the amount of $796,819.00 for the replacement of seven (7) school buses in Mendocino County.  The District is requesting authorization to fund the replacement of five additional school buses for a total of $806,389.

Do not approve the applications for funding as submitted at this time.
