Previous Board/Board Committee Actions:
On February 12, 2002, the Board of Supervisors designated the Policy Council on Children and Youth (PCCY)/Child Abuse Prevention Commission (CAPC) as the child abuse prevention coordinating council for all of Mendocino County and designated that CAPC administer the County Children’s Trust Fund. Since then, the Board of Supervisors has approved the PCCY/CAPC recommendations for the annual allocation of funds from the County Children’s Trust Fund as required pursuant to Welfare and Institutions Code Section 18967.

Summary of Request:
As the designated entity for oversight of the County Children’s Trust Fund, Policy Council on Children and Youth/Child Abuse Prevention Commission (PCCY/CAPC) is tasked with establishing the criteria for determining which County programs receive funding for child abuse prevention and intervention. PCCY/CAPC makes recommendations to the Board of Supervisors (BOS) for distribution of funds, and the BOS makes the final decision as to which programs are funded.
The County Children’s Trust Fund is funded each fiscal year with $20,000 through birth certificate fees, “Have a Heart, Be a Star, Help Our Kids” specialty vehicle license plate fees, and the federal Community Base Child Abuse Prevention (CBCAP) allocation. Welfare and Institutions Code Section 18967 specifies the County Children’s Trust Fund money “shall be used to fund child abuse and neglect prevention and intervention programs operated by private nonprofit organizations or public institutions of higher education with recognized expertise in fields related to child welfare”. In addition, the designated commission, PCCY/CAPC, shall establish criteria for determining which programs shall receive funding, accept, and prioritize proposals for use of funding, and make recommendations to the BOS regarding which proposals should receive funding. PCCY/CAPC’s criteria for determining which programs shall receive funding are described in the PCCY/CAPC By Laws most recently approved by the BOS on February 8, 2022.
Per the PCCY/CAPC By Laws, $17,000 is distributed annually between the inland and coast child abuse prevention standing committees of PCCY/CAPC. In addition, at the February 15, 2024 PCCY/CAPC quarterly meeting, the commissioners voted to recommend distribution of $3,000 for fiscal years 2024-25 and 2025-26 per the PCCY/CAPC By Laws. Funds shall be distributed as per the table below:
