Recommended Action/Motion:

Approve the proposed prioritized list of applications for Carl Moyer Program funds (Table 1); authorize the District staff to enter into a contractual agreement with each of the applicants that outlines the requirements associated with these funds following final approval of each project by the Air Resources Board; and authorize the transfer of funds to each of the applicants upon receipt of proof of work completed.

On April 7, 2020, the Mendocino County Air Quality Management District Board adopted Resolution 20-040, authorizing the Air Quality Management District to participate in the Carl Moyer Grant Program for fiscal year 2019/2020 (CMP Year 22).
Summary of Request:
The California Air Resources Board (ARB) administers the Carl Moyer Program. The Program creates incentives in the form of grants for private companies or public agencies that operate heavy-duty diesel engines in California. These grants are used to cover an incremental portion of the cost of purchasing new replacement vehicles, replacing diesel engines in existing vehicles or equipment with cleaner-burning engines, or retrofitting existing diesel engines with abatement devices. The District has approximately $272,073 available for funding this cycle. The proposed applications total $962,384. All applications fall within State Carl Moyer Program Guidelines and the priorities identified by the Air Quality Management District Board.
