Summary of Request:
The United States Department of Housing and Urban Development (HUD) offers funding through the Continuum of Care (CoC) Program for various types of housing interventions to local communities to assist in ending homelessness (24 CFR Part 578). In the CoC Program Interim Rule and the Office of Community Planning and Development (CPD) Notice CPD-19-01, HUD established that each CoC must establish a Coordinated Entry System (CES) as a condition of receiving funds. As an integral part of the local crisis response system, the goal of the CES is to increase the efficiency of local crisis response systems and improve fairness and ease of access to housing resources.
At its February 27, 2023, Governing Board meeting, the Mendocino County Homeless Services Continuum of Care (MCHSCoC) authorized the County of Mendocino, in its role as CoC lead and collaborative applicant, to enter into an Agreement with Russell A. Cormier (DBA Nutmeg Consulting, Inc.) to serve as Administrator of its CES. On May 9, 2023, the County of Mendocino Board of Supervisors (BOS) approved Agreement No. BOS-23-072 with Nutmeg Consulting, Inc. in the amount of $121,880, to serve as the managing entity for the CES, responsible for oversight of the day-to-day operation of the local system. On May 22, 2024, the Department of Social Services Acting Assistant Director approved the first Agreement No. SS-23-084 to extend the Agreement end date to June 30, 2025. On September 24, 2024, the BOS approved the second Amendment to Agreement No. BOS-23-072 to increase the amount of funds to a new total of $212,402. On June 24, 2025, the BOS approved the third Amendment to Agreement No. BOS-23-072 to increase the amount of funds to a new total of $312,530, and extend the Agreement end date to June 30, 2026.The proposed fourth Amendment to Agreement No. BOS-23-072 increases the amount of funds to a new total of $412,526 and extends the Agreement end date to June 30, 2027, enabling Nutmeg Consulting, Inc. to continue serving as the managing entity for the CES, responsible for oversight of the day-to-day operations of the local system.
