Summary of Request:
As part of the “Coronavirus Aid, Relief, and Economic Security Act” (CARES Act) of 2020, Epidemiology
and Laboratory Capacity (ELC) department awarded a total of nearly $631 million to local health
jurisdictions in a program-initiated component funding under the Emerging Issues (E) Project of CK19-
1904, henceforth ‘ELC CARES’. The funds from the Agreement with Heluna Health are initiated from the Federal CARES Act, sent to California Department of Public Health, and administered by Heluna Health to local health jurisdictions. The intention of this funding is to rapidly establish and monitor key activities related to COVID-19 in the areas of epidemiology, laboratory, and informatics. Monitoring the indicators
associated with these activities is intended to assist State, local, and territorial governments in making
data-driven policy decisions regarding testing, mitigation, and prevention efforts.
In December 2020, the Health and Human Services Agency, Public Health requested ratification of the grant application, and approval of the retroactive revenue Agreement with Heluna Health. Public Health received the proposed Agreement on August 19, 2020, with a start date of May 1, 2020, and end date of March 31, 2022.
Heluna Health unilaterally amended Revenue Agreement No. BOS 20-171 for a new end date of December 31, 2022, and sent the signed copy to Mendocino County Department of Public Health on April 11, 2022, resulting in the need for a retroactive Amendment.
