Approve retroactive Memorandum of Understanding between the County of Mendocino, and California Health and Human Services Agency, in the amount of $0, to facilitate participation in the California Data Exchange Framework, effective January 31, 2023, through termination; authorize the Public Health Director or designee to sign any future amendments that do not exceed the maximum amount; and authorize Chair to sign same.

Summary of Request

The California Data Exchange Framework allows participants to exchange health information between health care entities, government agencies and social services programs beginning in 2024. Participating in this exchange will allow Public Health to obtain more accurate data related to the health of Mendocino County communities. Public Health agencies (including Mendocino County Public Health (PH)) in need of technical assistance, must sign the data sharing framework Memorandum of Understanding (MOU), at which point they will be able to apply for grants to implement software to meet the requirements of participating in the exchange. 

 

The proposed MOU will allow for every Californian, and the health and human service providers and organizations that care for them, to have timely and secure access to usable electronic information that is needed to address their health and social needs, and to enable the effective and equitable delivery of services to improve their lives and wellbeing. Approval of this MOU will enable PH to apply for future grant funds that require this MOU to be in place.

 

This MOU is retroactive, with an “effective date” of January 31, 2023, as assigned by the California Health and Human Services Agency. Upon receipt of this MOU, PH immediately began researching the impacts, then started processing, during which time the MOU became retroactive.
