Summary of Request:
Mendocino County Department of Social Services, Family and Children’s Services, requests Board approval of the proposed Agreement with North Coast Opportunities, Inc. (NCO), to ensure availability of specific support services for foster children and their caregivers.
Starting January 1, 2018, California Department of Social Services (CDSS) gave counties the option to opt-in to the Emergency Child Care Bridge Program for foster children. The Bridge Program requires counties to contract with their local Child Care Resource and Referral programs to provide child care navigation and trauma-informed care trainings and coaching. NCO is the only Child Care Resource and Referral program in Mendocino County.
The proposed Agreement with NCO provides funds for child care navigators and trauma-informed care trainings. Child care navigators assist eligible families with finding a child care provider, securing subsidized child care placement, completing child care applications, and developing a plan for long term child care. Trauma-informed care trainings for child care providers includes, but is not limited to, infant and toddler development, and research-based trauma-informed best practices.
From July 1, 2022 to April 30, 2023, NCO provided child care navigation services for 23 unduplicated foster children and their 19 caregivers. NCO provided 1 trauma-informed training with 5 participants, as well as 6 coaching sessions for 6 participants. Coaching sessions focused on health and safety, resiliency and self-care, integrated germ management, concrete supports, and technical assistance.
CDSS issued the 2023-24 State General Fund planning allocation letter for the Bridge Program on April 24, 2023 (Child Care Bulletin No. 23-10). The proposed Agreement reflects the planning allocation and will be amended if the final allocation letter for Fiscal Year 23-24 results in a higher or lower State General Fund amount for child care navigation and/or trauma-informed trainings.
