Summary of Request

Mendocino County receives funding through the Behavioral Health Services Act (BHSA), which requires each county to prepare and submit an Integrated Plan for program funding and expenditures. This Integrated Plan reflects the recent transformation from the Mental Health Services Act to the Behavioral Health Services Act following the passage of Proposition 1 in 2024. The plan presented here addresses the regulatory requirements communicated by the Department of Health Care Services via BHSA County Policy Guidelines, incorporates insights from years of Behavioral Health Transformation training, and includes direct feedback from the Department. Mendocino County conducted needs assessments, and data provided by the Department of Health Care Services-often collected locally, such as from the Point In Time Count-was used to inform the system of care described in this plan and to ensure compliance with BHSA requirements.

Previously, the Mental Health Services Act served 6,306 unduplicated clients at a cost of $1,521.67 per client in FY 2023-24.

All funding for the Behavioral Health Services Act is generated from a 1% tax on California taxpayer incomes exceeding $1 million.
