Summary of Request:
The Climate Action Start-up Group has developed a proposal (Proposal) to address key Climate Action goals of Greenhouse Gas (GHG) emissions reductions and carbon storage by forming a Climate Action Advisory Committee (Committee) to assess GHG emissions and carbon storage baseline conditions, explore and recommend short and long term priorities for GHG emissions reductions and carbon storage projects based on the baseline assessment. It is anticipated that the Committee will estimate project cost and, at the direction of the Board, explore potential funding sources. The Proposal, a copy of which is included as an attachment, calls for the performance of multiple tasks of unknown cost and complexity followed by the prioritization of short and long term priorities of unknown number and cost.
County staff are fully engaged in fulfilling their present duties and are not in a position to accept responsibility for an additional major assignment. Based on preliminary discussions with the Mendocino County Resource Conservation District (RCD), it is recommended that the Board direct staff to initiate discussions with the RCD regarding a contract for services to staff the Committee. The RCD is considered an appropriate umbrella for the Committee because several elements of the Proposal are within the purview of the RCD. Additionally, the RCD has demonstrated expertise at obtaining and administering grants. It is anticipated that many of the tasks identified in the Proposal and the short and long term priorities will be eligible for grant funding. It is anticipated that the County will be required to make an initial General Fund allocation of up to $100,000 to provide initial support for administration of the Committee.
The Climate Action Start-up Group is working on recommendations for the formation and structure of the Committee and would like to make a presentation to the Board at a subsequent meeting or workshop in April or early May, provided the Board adopts the Recommended Action. Based on the information received at that meeting, the Board could give direction as appropriate regarding the formation of the committee, funding sources to support the committee and the options for housing the committee.
