Previous Board/Board Committee Actions:

In 1991 the Board adopted Division II of Title 20 of Mendocino County Code through Ordinance No. 3785. Included in Division II is Section 20.536.055 which allows Permits for Approval of Emergency Work. In cases of a verified emergency, temporary emergency authorization to proceed with remedial measures may be given by the Planning Director or his or her designee until such time as a Coastal Development Permit application is filed. The Director shall report in writing to the Board of Supervisors at each meeting the emergency permits applied for or issued since the last report, with a description of the nature of the emergency and the work involved. The report of the Director shall be informational only. The decision to issue an emergency permit is solely at the discretion of the Director. Notice of emergency permits shall be provided by phone or letter to the California Coastal Commission within three (3) days, following issuance of the emergency permit.                     

 

Summary of Request

Bluff erosion and landsliding are the primary cause of the Emergency Permit request. A landslide occurred in January 2025 during ongoing storms approximately 40 feet northeast of an existing single-family residence within an existing drainage ravine on a blufftop parcel. Brunsing Associates, Inc. (BAI) observed water flowing out of broken drainage pipes that were eroding the downslope areas of a bluff during the late January 2025 on-going storms. BAI recommended that the broken pipes be connected to 4-inch corrugated flex pipes to prevent further erosion. The after-the-fact flex pipes were installed and extended to the lower ravine below the active slide. The action to be approved under this Emergency Permit is authorization of connecting the broken pipes to a 4-inch corrugated flex pipes down to a lower ravine, repair water service line that was destroyed during the landslide, place plastic on affected area to stabilize cliff edge temporarily and conduct a Geotechnical Investigation. The drainage lines need to be re-routed following the removal of the 4-inch flex pipe to a safe disposal area. The flex pipe should remain in place until a “safe” outlet area has been located.

 

The emergency permit was issued on December 10, 2025, and becomes null and void at the end of sixty (60) days. Prior to expiration of this Emergency Permit, the applicant shall submit a minor Coastal Development Permit application for the work authorized by the permit.
