Authorize the Facilities and Fleet Division Manager to establish a Capital Improvement project to complete the Agriculture Building Roof Replacement at 890 N. Bush Street, Ukiah in the amount of $300,000 and authorize the Facilities and Fleet Division Manager to act as Project Manager to enter contracts and approve change orders for the project, pursuant to Public Contract Code section 20142; approve appropriation of project funds from the 2022 COP Bond Financing; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
Approval of the 2022 Certificate of Participation Bond Financing application which included the Agriculture Building Roof as a named project. During the January 24, 2023, meeting, the Board of Supervisors received a status update on Bond Financing estimates and priorities and during the February 28, 2023, meeting, provided direction to staff to appropriate funding for the full amount of the project.
Summary of Request:
For several years, the Facilities and Fleet Division of the General Services Agency has identified the Agriculture Building Roof replacement as a priority project for funding at the quarterly budget update meetings, and last year the Board included this project in the COP Bond Financing application. As the primary impetus for seeking the COP financing was to ensure that the SB 844 Jail Expansion project was fully funded, the prudent direction from the board was to defer funding discretionary projects until after the Jail bids were received and final funding requirements confirmed. Last month’s winter storm event revealed roof leaks not previously identified and raised the urgency level of this project to critical. This item creates the Capital Improvement project and appropriates the funding as directed by the Board of Supervisors at the February 28th meeting.
