Previous Board/Board Committee Actions:

On November 7, 2023, the Board of Supervisors approved Agreement No. BOS-23-188 with Integra Landscape Architecture Inc. in the amount of $356,756 to provide landscape architectural services for the Bower Park Improvement and Restoration Project. On February 11, 2025, the Board approved First Amendment No. BOS-23-188-A1, increasing the contract amount by $37,938 for a new total of $394,694 and extending the termination date to February 28, 2026.

 

Summary of Request

Approval of this Retroactive Second Amendment to Agreement No. BOS-23-188 with Integra Landscape Architecture Inc. will extend the term of the Agreement from February 28, 2026, through December 31, 2027, and increase the total compensation by $10,000, from $394,694 to $404,694.

 

The requested $10,000 increase and extension of the agreement term through December 31, 2027 will permit the County to use the services of the Bower Park Restoration and Improvement architect to assist in pursuing future grant opportunities to continue with proposed improvements that were not completed with the project currently under construction. No other terms or conditions of the Agreement are being modified.

 

Retroactive explanation: Integra’s contract scope was completed prior to the end date of the agreement term, and the compensation amount for the agreement has been liquidated. With the limited project budget, staff elected not to continue architectural services through completion of the project, and the agreement was allowed to lapse. It has since come to the attention of staff that new grant opportunities to pursue additional funding to complete remaining planned park features that were not included in the current project will open in the near future. Staff anticipate that renderings and narrative from the park’s design architect will be a valuable contribution to any future grant applications for Bower Park. This retroactive amendment allows the County to pursue all available funding opportunities and to complete the park improvements prioritized through the community engagement process under a continuous design agreement.
