Summary of Request:
Agreement No. 17-94083 with the Department of Health Care Services (DHCS) provides funding for covered Drug Medi-Cal services for substance use treatment at certified facilities within the County’s service areas. The objective is to make substance use treatment services available to Medi-Cal beneficiaries through utilization of federal and state funds available pursuant to Title XIX and Title XXI of the Social Security Act.
The proposed amendment modifies the terms and conditions of the original Agreement and increases the amount of the administration expenses by $69,294 for years two and three of the contract to compensate for additional services and reporting requirements. The revised terms include new regulations for courtesy dosing for the Narcotic Treatment Program/Opioid Treatment Program and an update to the Perinatal Practice Guidelines. Behavioral Health and Recovery Services must also submit corrective action plans for deficiencies identified in the Drug Medi-Cal Monitoring Review issued by DHCS, complete trainings on Title 22 regulations annually, and monitor subcontractors monthly to ensure they are maintaining active enrollment in the Drug Medi-Cal Program, with any changes being reported to DHCS within five business days.
