Summary of Request:
The Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) is a federally mandated document that identifies
strategies to reduce long-term risks from natural hazards and ensures County of Mendocino's continued eligibility for disaster-related funding from Federal Emergency Management Agency (FEMA). County of Mendocino’s current MJHMP was updated in 2026 through Agreement No. BOS-25-041, to comply with Disaster Mitigation Act of 2000 and federal regulations under 44 CFR Part 201.6, which require local mitigation plans to be reviewed and updated every five years. This update was also necessary to maintain eligibility for FEMA grant programs such as the Hazard Mitigation Grant Program (HMGP) and the Pre-Disaster Mitigation (PDM) Program.
Agreement No. BOS-25-041 contracts with Synergy Disaster Recovery, LLC., a qualified consultant that supports County of Mendocino in coordinating with jurisdictions of the City of Willits, City of Ukiah, City of Fort Bragg, City of Point Arena, Mendocino County Office of Education, and Covelo Fire Protection District, in conducting hazard and risk assessments, engaging stakeholders and the public, and preparing a FEMA-compliant MJHMP update ahead of the 2026 deadline.
The proposed retroactive Amendment to Agreement No. BOS-25-041 extends the term through December 20, 2026, and increases the amount available by $60,000, for a new total of $247,708 for continuing services related to updating County of Mendocino's operational area MJHMP. Since Agreement No. BOS-25-041 expired on March 1, 2026, the proposed Amendment is being routed retroactively, and once executed, will be effective for the full term of the Agreement, from May 20, 2025, through December 20, 2026. Services are not expected to be ongoing past December 2026.
The MJHMP update is complete, meets all applicable requirements, and has been approved pending adoption by both the California Governor’s Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency (FEMA). The Board of Supervisors adopted the plan on September 1, 2026,prior to consideration of this Amendment. The County has grant funding remaining under Agreement No. BOS-25-041 and is proposing to use the remaining funds for additional work with the consultant to enhance the functionality of the completed MJHMP, particularly how the plan and its supporting materials can be used by the County and partners to support future grant applications. County staff are currently working with the consultant to identify and complete this additional work. The proposed retroactive Amendment would extend the agreement term through December 20, 2026, allowing the County to use the remaining grant funds for this work.
