Summary of Request:
Environmental Systems Research Institute, Inc. (ESRI) provides the County with a comprehensive suite of Geographic Information Systems (GIS) desktop, server, and cloud software. This suite includes the server software that houses the County’s enterprise geodatabases, which store authoritative GIS data used by both County departments and the public. ESRI’s tools form the backbone of the County’s geospatial capabilities and infrastructure, and are essential for viewing, maintaining, analyzing, and publishing GIS data.
This agreement establishes a Small Government Enterprise Agreement (SGEA) with ESRI, securing continued access to a robust suite of GIS software, services, and support through October 31, 2028. The agreement sets annual licensing costs at $60,300 for the duration of the term.
ESRI has transitioned to a subscription-based User Type licensing model, which replaces the County’s prior per-machine licensing approach. If licensing is left as-is, the County will be on a trajectory to pay $69,620 per year for licensing over the next 3 years. With an SGEA in place, the County will pay $9,320 less per year in licensing costs while simultaneously securing access to significant additional licensing under the agreement at set price of $60,300 per year for the next 3 years. Updating to this model will ensure the County remains current with ESRI licensing requirements, maintains continuity through the transition, and sets the foundation to expand GIS capabilities across departments. It will also support improved public access to geographic information. Entering into this agreement will allow the County to modernize its licensing, ensure that all departments have appropriate access to the software they need, and expand GIS capabilities where demand is growing.
