Summary of Request:

The Health Services department applied for and has been selected to receive Community Cleanup and Employment Pathway (CCEP) Grant funding. The project will administer cleanup, restoration, and workforce development activities, creating meaningful employment opportunities for individuals who are unhoused, justice-involved, at-risk youth, or underemployed.

Friend of Boon shall serve as the primary implementer, responsible for cleanup operations, habitat restoration, workforce training, volunteer coordination, and community engagement. Mendocino County Health Services shall provide administrative oversight, including invoice tracking, grant metrics, data collection, and reporting.

The Mendocino County Board of Supervisors and Caltrans approved the Restricted Grant Agreement (RGA) between the State of California, acting by and through its Department of Transportation (Caltrans), for the term of April 15, 2026, through July 30, 2026, on May 20, 2026.

Health Services went out to bid for a vendor, but only one bid was received. The department determined that the lone vendor's proposal was satisfactory. The department is requesting a retroactive start date because grant funding began in April 2026, and we would like the contract work to begin as soon as possible to meet our grant deliverables.
