Summary of Request:
On July 23, 2019, Mendocino County Health and Human Services Agency (HHSA) submitted a Homelessness Presentation to the Board of Supervisors (BOS) focusing on current initiatives and projects designed to reduce homelessness in Mendocino County. As part of the presentation, HHSA requested BOS approval of a Revenue Agreement in the amount of $618,404 with Partnership HealthPlan of California (PHC) through the Local Innovation Grants on Housing to secure permanent supportive housing in Ukiah. The Revenue Agreement designated $580,900 to be subcontracted to Rural Communities Housing Development Corporation (RCHDC) for development of Orr Creek Commons. The proposed Memorandum of Understanding (MOU) with RCHDC outlines RCHDC’s expectations for receipt of grant funds and is necessary as a deliverable to receive funds under the PHC grant.
Through this MOU, and working collaboratively to serve clients of HHSA, RCHDC will provide 10 apartments for clients receiving Social Services through HHSA, and experiencing or at risk of homelessness. RCHDC will provide on-site management, financial oversight, and maintenance of the facility. Clients at RCHDC will receive assistance through HHSA directly, or through an In-Home Supportive Services provider. HHSA will ensure that a minimum of 208 cumulative hours of service are provided to qualified clients each year. If any client faces eviction in the first year of service, RCHDC will give notice to a designated HHSA representative in an effort to work with the resident to prevent the eviction.
This MOU needs BOS approval due to the 20 year term length.
