Summary of Request

The Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014, and replaced the Workforce Investment Act of 1998. Congress passed the Act by a wide bipartisan majority; it is the first legislative reform in 15 years of the public workforce system. WIOA supersedes the Workforce Investment Act (WIA) of 1998. WIOA regulations require that Workforce Development Boards (WDBs) in the North Bay Planning Unit (Sonoma, Lake, Marin, Mendocino, Napa and Solano counties) work together to develop a regional workforce plan and to also develop a local workforce plan. The regional plan must be approved by the Board of Supervisors in Sonoma, Lake, Marin, Mendocino, Napa and Solano counties and the local plan must be approved by the Sonoma County Board of Supervisors for submission to the California Workforce Development Board by June 1, 2017.  On March 8, 2017 The Mendocino County Workforce Development Board approved both plans.  Please see attached staff report for details of the proposed plans.
