May 19, 2020 -Approval and adoption of Resolution 20-060 accepting CARB's Community Air Protection (Year 2) Program Grant (G18-MCAP-25) for implementing this Program and Authorizing the Air Pollution Control Officer to enter into an agreement with same.                     

 

Summary of Request

The California Air Resources Board (CARB) administers the Community Air Protection (CAP) Incentives Program. CAP Incentives Program grants are used to fund projects that reduce air pollution from mobile and stationary sources in communities most impacted by air pollution. Under the CAP Year 2 grant agreement with CARB, the District was required to fund all CAP Year 2 projects by the liquidation deadline of June 30, 2024 or return all CAP Year 2 grant funds to CARB. The District was unable to locate eligible projects by the June 30, 2024 liquidation deadline due to understaffing and COVID restrictions.

 

In September 2024, CARB allowed an extension of grant agreement G18-MCAP-25-2 with the sole purpose of the redirecting CAP Year 2 grant funds to Glenn County Air Pollution Control District, identified by CARB as the best recipient of the redirected funds, in lieu of returning the funds to CARB. The District's Air Pollution Control Officer executed the amendment, and staff is requesting the Board's ratification of this amendment.

It is requested that the Board adopt this Resolution to Approve the District's request to redirect the Community Air Protection Program Year 2 Grant Funds to the Glenn County Air Pollution Control District and authorize the Chief Executive Officer or designee to submit all required documents to CARB to effectuate the redirection of funds, and to enter into an agreement with the Glenn County Air Pollution Control District to transfer the redirected Community Air Protection Incentives - CAP Year 2 Grant Funds.

 

Alternative Action/Motion:

Do not approve the District's request to redirect Community Air Protection Program Year 2 Grant Funds to Glenn County Air Pollution Control District and direct the District to return funds to the state.
